Adds `reduced-os-matrix`, on by default: every JDK still runs on Linux, macOS runs only the newest JDK and Windows the oldest and newest. A repository that needs the full matrix sets `reduced-os-matrix: false`; its own `matrix-exclude` keeps working, since these exclusions are added to it. Across the 85 apache/maven-* repositories on this workflow's default matrix, one push would drop from about 5,750 to 3,650 job-minutes (−37%), measured on their last green runs. The default matrix (JDK 8, 21, 25 × three OS × Maven 3.10 and 4) goes from 15 to 10 jobs. This changes coverage for every caller, so it needs a decision before it merges. Part of apache/maven#13822.
