Cuts the CI matrix to 16 jobs (from 50) by testing Zulu, the shared workflow's default, instead of four JDK vendors; every JDK, OS and Maven version stays. The HotSpot builds ship the same JDK tools, and no issue in this repository records a difference on OpenJ9 (Semeru); maven-javadoc-plugin made the same change. On the last green run the remaining jobs took about 113 of 394 job-minutes. The `-4.x` line is left alone: its open drafts already rework its matrix.
