Moves the jpms_add-exports and jpms_patch-module ITs into `CompilerMojoTest` and `TestCompilerMojoTest`, which assert the whole `META-INF/jpms.args` content (the ITs checked two lines), and removes MCOMPILER-284 and includes-excludes, whose behaviour `testCompileSkipMain`, `testCompileSkipTest` and `testCompilerIncludesExcludes` already assert. The new tests need JDK 9+ and are skipped on JDK 8. Each fails when the argument it guards is dropped or renamed. #1133 edits the POMs of the two deleted jpms ITs, so whichever merges second needs a small rebase. Part of apache/maven#13822.
