Replaces twelve ITs with unit tests: warn-level and skipped rules plus rule names in `EnforceMojo`, `display-info`, the `RequireNoRepositories` allowed-repository and failure-message cases, and four rule ITs whose behaviour existing unit tests already assert. Also adds the unit tests that the companion IT consolidation relies on: release-dependency includes and excludes, optional snapshot dependencies, banned-plugin messages and same-versions messages. Each new test fails when the production line it guards is broken. display-info and always-fail-warn no longer have an IT proving their XML bindings (`<ruleName>`, `<level>`, `<rulesToSkip>`); `cli-skip-rules` still covers `-Denforcer.skipRules`. Part of apache/maven#13822. Verified: unit tests 288 → 298 (enforcer-rules) and 25 → 27 (maven-enforcer-plugin); ITs 158 → 146 --- To make clear that you license your contribution under the [Apache License Version 2.0, January 2004](https://www.apache.org/licenses/LICENSE-2.0) check one of the following: - [ ] I hereby declare this contribution to be licensed under the [Apache License Version 2.0, January 2004](https://www.apache.org/licenses/LICENSE-2.0) - [x] I hereby declare that I have filed an [Apache Individual Contributor License Agreement](https://www.apache.org/licenses/icla.pdf). -- This is an automated message from the Apache Git Service.
