This PR is superseded by #13570, which has since been merged and covers the same fix (and more): it adds TCCL-based classloader visibility filtering to `DefaultExtensibleEnumRegistry.lookup()` and `DefaultTypeRegistry.require()`, plus unit tests for all classloader relationship scenarios.
