it doesn't define it because of this set of problems. People keep asking us to
make a site for that pom, but we keep not doing it.
I admit that I am now arguing in something of a circle.
I'll stick to the statement of principle: a parent with no <modules> used as a
global resource cries out for a documentation site, and fixing this issue will
make that possible without messing up the documentation sites.
