Fetching container images is the first scenario where the slave can have a
noticeable impact on the network bandwidth and possible affect tasks. Add
bandwidth limit support to URI fetcher could help alleviate this problem.

support to run a command (e.g., a subprocess) with a bandwidth limit.
Specifically, this would be used to limit the bandwidth of the mesos-fetcher
command.
