[~ottobackwards] I took a bit of a stab at this when trying to remove Junit3
from our code on a whim. Branch is here, if you care:
https://github.com/justinleet/metron/tree/test_refactor It really looks like
the vast majority of the setup around it can just be deleted. I have no idea
what the intention of nonlocal crap is.
