This looks like it's copied from the old stuff, right? You should just be
able to dump the reporting section entirely and let it be inherited (and please
double check that works).
I'll need to dig in, but I suspect this type of stuff is true of the new
poms in general (e.g. rat already being inherited, checkstyle, etc.).
