I think focusing on the one specific error that we've seen is not the right
way to think about this. Many different types of errors would cause unexpected
looping, no? When unexpected looping occurs, it is very difficult to see and
diagnose, right? Considering that, I would suggest adding a simple
decrementing TTL counter to avoid unexpected loops.
