   I kept the multiple commits that show the trial/errors, they will be 
squashed away at merge anyway. You can check the runs of each commit by looking 
at the commit history of the branch on my fork.
   
   The cache/restore behavior of the sccache-action was not clear from the 
docs, and it didn't seem to work out of the box, so I added a separate cache 
action, targeting the sccache cache directory.
   
   Replaced the fiddling with PATH with a more robust solution, detecting the 
VS installation using `vswhere` (preinstalled on the runners), and calling the 
developer command line initializer batch file, making the shell effectively the 
same as the "x64 Native Tools Command Prompt for VS 2019". See:

   Changed the build tool to ninja, because it seems to have saved about 20 
minutes, and it worked without issues after changing to a VS proper developer 
command line.
