[~exceptionfactory] Please let me know if implementing this is beneficial. I am
finding this to be cumbersome as there many test files which are public and
whose test methods are public. Also there are abstract test classes which are
being flagged yet they need to be public as their implementations are in
separate packages e.g. AbstractTestStateProvider and its implementations
TestWriteAheadLocalStateProvider and TestZooKeeperStateProvider.
