Add a button to create a new bucket (above the buckets table to the right).
This button should launch a modal with a name input (required), a checkbox to
make the the bucket publicly available and another checkbox to keep the dialog
open after creating a bucket. If an error occurs on submission, the modal
should not close and the error should be presented with a banner error.
