Summary: Buckets table filter

Add a text input which filters the buckets table. The filtered by value options
are name, description or id and are selectable via a dropdown menu. The number
of filtered buckets and the total number of buckets should be displayed below.
See the flows table filter on the explorer page for an example of how it should
work.
