‘Add User’ button should be added to the top right of the users table.
Clicking on the button opens a dialog to add a new user. There should be an
input for the Identity/Username and a checkbox to keep the dialog open after
submitting.
If a user clicks Add, the user will be added to the users table upon successful
request. If an error happens, we should display the error in the modal with an
error banner.
If a user clicks Cancel, the modal closes and nothing is changed.
