Summary: Delete multiple users

After selecting multiple users with their respective checkboxes, the Actions
dropdown should contain a ‘Delete’ action. A modal is displayed with a generic
“The selected users will lose all access to the registry and all policies
granted to the selected groups will be deleted” message. Modal should have a
cancel option as well. If the deletion request is successful, the selected
users should be removed from the users table. If the deletion request is
unsuccessful, the modal should remain open and a banner error should be
displayed.
