NIFI-16357: Use 12 sections per container for FileSystemRepository in unit
tests instead of 1024; this reduced run time from 2+ minutes to 24 seconds.
Additionally, made a few minor tweaks to improve timing-based reliability of
tests. (#11691)

> The {{FileSystemRepository}} implementation uses 1024 sections for each
> container. This is reasonable and useful for production. However, it leads to
> a significant amount of disk I/O when running tests. The
> {{TestFileSystemRepository}} currently takes just over 2 minutes per run on
> my Macbook. Updating it from 1024 sections per container to 12 sections per
> container resulted in the full test suite taking 24 seconds instead.
> We do not want to make this configurable. However, it does make sense to
> provide a package-level constructor that allows us to override the value for
> tests.
