Add an experimental AUTO scheduling strategy for Processors, as proposed in
[NIP-26|https://issues.apache.org/jira/browse/NIP-26]. NiFi will choose the
number of concurrent tasks and run duration based on measured work, available
CPU capacity, backpressure, yielding, and configured system limits.
Existing flows will keep their current scheduling strategy unless a user
selects AUTO. Learned settings will remain local and will not change the saved
flow configuration. Processors that cannot safely change concurrency can
explicitly reject AUTO scheduling.
Separate issues will cover the public NiFi API changes and the NiFi
implementation.
