Bug 113698 states that when the Admin user upgrades to OO 3.2.1 from OO 3.2 the icons for other users remain as OO 3.2 icons, leading them to believe that they have not been upgraded. This bug was reported on a 64 bit Windows 7 home PC. Can you Confirm if you are using Windows 7 64bit? Click start -> right click on my Computer and go properties.
