IMO this isn't a bug.

The same will apply if you are using an OS without support for different
keyboard layouts, Unicode fonts, etc., and you install the Greek or the Russian
version of AOO and try to type in Greek or Russian respectively.

It is something logical: if you install the Tamil version of OpenOffice, your
system must have the ability to input Tamil characters with the keyboard, and
display Tamil characters on the OS user interface.

I guess most Tamil users will install the Tamil version of OpenOffice in an OS
that is already in Tamil. Your bug report is on a Windows XP with en-US
interface, so the pre-requisites are something obvious, nothing OpenOffice
should take care about.
