The bug submitter apparently used Tab exclusively to navigate help. This is insufficient because the focus then just cycles through the components on the left part of the screen (the drop-down list at the top and the tabs below). To navigate to the toolbar next to the drop-down list and then to the content page on the right, the user should use F6. Once in the content pane, pressing Tab cycles through the links inside the content pane.
