I understand that F6 is not so obvious but it is impossible to use OpenOffice
fully from the keyboard without this key. For example, it is required to jump
to the Navigator (when it is open), to the Styles and Formatting panel, to the
toolbars (which may be docked above or below the editing area), etc. 
Outside OpenOffice, it is also used to cycle through those old-fashioned frames
in webpages. (In the past, I met screen reader users who thought that F6 was a
screen reader feature; they did not know it was part of the keyboard navigation
scheme in their browsers etc.)

This leads to the following question: do you think TAB should be sufficient to
move through all the UI components? (I would not remove F6 for those who want
to navigate faster.) This would probably require input from a broader group of
keyboard users.
