I rechecked this issue in Apache OpenOffice 4.0.0 (and AOO 3.4.0) on Windows 7
Professional (32 bits). The option now resides under Tools > Options >
OpenOffice > View (there is no longer a separate options pane for "Mouse"). 

It is not clear what this option is for, i.e. who benefits from it. The user
manual does not explain why this option may be used (see
http://wiki.openoffice.org/wiki/Documentation/OOoAuthors_User_Manual/Getting_Started/Options_affecting_all_of_OOo).
 
If the goal is accessibility, I would expect the focus to be consistent with
the mouse position when using the setting "Default button", but the keyboard
focus is typically at the first control of a dialog, while the mouse position
is at the default button (typically the OK button). (See mouse emulation by
