I rechecked this issue in Apache OpenOffice 4.0.0 (and AOO 3.4.0) and it is
still the same. The keyboard shortcut Ctrl + does not increase the font size or
zoom the content, but this is consistent with e.g. Writer, where Ctrl + has no
effect either. Ctrl + Mousewheel increases the font size in both Writer and
Help (and Calc and Impress), but this does not benefit keyboard-only users. 
(Note: in Calc, the shortcut Ctrl + is assigned to "Insert cells", and Ctrl -
to "Delete cells".)

The behaviour described by BMarcelly in comment 4 is also still present.

Thus, this bug report describes two issues:
* There is no keyboard shortcut or other keyboard-based mechanism (e.g. buttons
in the Help UI) to increase and decrease the font size. Note that the font size
need not increase to more than 200% of the default; people who need more than
200% of the default probably need a system-wide screen magnification. (See WCAG
2.0, success criterion 1.4.4:

* The zoom factor in the Help content depends on the zoom factor used for the
last HTML document created with Writer/Web. These zoom factors should be
independent from each other.
