I was able to reproduce the bug with the following steps:

1. Download the sample document with green background and circle with
transparency.
2. Save document as .doc.
3. Open .doc file to notice transparent background is full white.

I can confirm that within MS Word, you can recreate the transparency by setting
the transparency option to 100%. (see Description for instructions)

I checked this with moving the image around in multiple locations and found no
location altered the ultimate effect on the converted file.

This bug should be resolved because individuals that encounter it are likely
not to realize there is a fix. If that individual then resolves to use only MS
Word, the integrity of OpenOffice falls slightly. That said, it should not be
considered priority 5 as it is not critical.

A work-around for this problem is either to alter the transparency once
converted to MS Word or to insert the image after converting to MS Word.
