Try deleting in sidebar. There you get the "delete" item only, if the master is indeed not used. I think, that the check box in the Slide Design dialog is indeed not working as described in the help texts. But for me the solution is not to fix anything there (check box or texts), but to remove the whole dialog, see also bug 51729. So you are right, I should not have chosen NOT_AN_ISSUE but WONTFIX. In OOo1.1.5 the Slide Design dialog was the only way to get other backgrounds from presentation and templates, but with OOo2 we get the Task pane and with AOO the sidebar.
