I am a developer and I never file a bug when I want support. 

This is not a support request. I honestly cannot find the functionality, and do
believe it needs to be added. I did search forums for quite some time.
Furthermore I found discussion on the internet that suggested that it was not
possible to have multiple outlines in the same document without using separate
outline styles. I was not expecting support, nor do I expect discussion (other
than perhaps clarification of what I suggest). I was expecting a change to the
product.

Also note this thread where one of the moderators confirms that list numbering
and outline numbering are separate concepts, and outline numbering relates to
table of contents generation

Note also the tutorial thread where they describe headings as "inbuilt
hierarchy of levels used in the Outline Numbering (a tool for automatically
numbering headings)" I'm specifically looking to divorce the outline numbering
from the headings concept. Note also that the list start/end and numbering
start/end styles don't do the trick either. 

Note that any solution that I have to repeatedly apply to each alternate flow
(such as creating a custom style definition for every alternate flow in the
document) is not a solution. 

The neither help document "numbering;manually/by styles", "outlines;numbering"
nor "lists;removing/interrupting numbering" provide the functionality I
describe either. 

I am particularly frosted by your tone given that I took an hour of my time to
create a ***worked example*** of the problem, and a very careful description of
the problem.  NOTHING in my text even implies that I expect you to solve the
problem without a code change. You may also note that I marked this as
enhancement. You will note that I also acknowledged that the functionality
appears to work as presently designed and marked this an enhancement.

Frankly I just don't believe your statement that this can be done in the
current product. However I will post this issue to the list and see if anyone
there can figure out where in the documentation it says how to do what I am
looking for.
