Look into the attached file at issue 124644.
It is written with bulgarian locale and language.
If you open it with an other default locale/language setting you'll see that
the language for the document is Bulgarian.
Tools → Options… - Language Settings - Languages
But the Locale setting is your default setting.
So the user will surprised if he look into
Format Cells, tab Numbers at Language. There will shown your actual locale not
the language.
So the description of the dropdown field should better named as "Locale" or
also "Locale setting".
