This was not initially a problem with OpenOffice Draw. I was able to insert
pictures perfectly well. All of a sudden, it began inserting pictures as bitmap
fills of the last shape I created. I started to work around the problem by
inserting a rectangle and inserting the picture. But that creates other issues.
It does this with every file I have.
