Ok for some reason my response didn't go through so I'll try again.

Go to Computer in the start menu of Windows 7 and then at the bottom left of
the window that popped up and click the local username that is undered Network
then User and then Public and any file you put there will be sharable from any
computer connected to the Network. Putting a file in there and then trying to
open a file from your local computer window OpenOffice will not open, "but if
it's a remote username it will open". This is all without opening OpenOffice
first.

Public folders are included in all versions of Windows.
