I don't like the idea, that OpenOffice changes the standard behavior of a key.
And here especially I think it is problematic, because the key does not release
itself but needs another press to switch off.

The feature "making a selected text uppercase" itself is already available as
command ".uno:ChangeCaseToUpper". You get it via menu Format > Change Case >
UPPERCASE and a user can assign it to a shortcut key using the Customize dialog
in menu Tools.
