Since simply using Enter starts a new paragraph in both OpenOffice Writer and in Office Word, the blank line could be a result of a space-before or space-after setting being different between the two program and the documents involved. It is not clear how style information can be carried across between dissimilar systems. This has nothing to do with what are called hard line-breaks, achieved by Shift-Enter practically everywhere.
