No, as I said in comment 10: I open the attached document with _no problem_. So, the problem seems to be an insuffisiant resources from author's config. Maybe updating the memory setting (located via Tools > Options > OpenOffice > Memory > Graphics Cache). Other cause: pictures linked through internet.
