I have addressed this matter as a design issue. Hence, my investigation focuses
on discussing if the feature’s behavior *should be* or *should be not* the way
it is. This means whether Writer should expose this behavior or not, instead of
discussing if the it behaves the way it does or not.

I have attached my investigation report to this comment (Design Issue).

I have replicated the issue on the following configuration:
- Operating System: Windows 10 Home, 64-bit;
- Processor: Intel Core i5, 1.7GHz;
- RAM Memory: 4Gb;
- Open Office 4.1.3.

I have developed two working scenarios:
- A: when Asian Support Language (ASL) is not enabled;
- B: when Asian Support Language (ASL) is enabled;


Scenario A
-----------

Question: Should the user be able to add the Vertical Text button to the
Content List from the Customize window if ALS is not enabled? 

Answer (my opinion): NO

The button may be present in the list but *disabled* and therefore the users
will not be able to add it to the Drawing toolbar.  

Argument:
This is because the Vertical Text button will not be added to the Drawing
toolbar anyway. Otherwise, adding it will break the consistency with the
designed feature (i.e., Vertical Text button is available when ALS is enabled
only, and ALS now is not enabled).


Scenario B
-----------

Question: Should the user be able to remove the Vertical Text Button from the
Content List from the Customize window if ALS is enabled? 

Answer (my opinion): NO.

The button may be present in the list but disabled and the users should not be
able to remove from the Drawing toolbar.

Argument:
The Vertical Text button should be selected, but presented as disabled,
otherwise the removal of the Vertical Button will break the consistency with
the designed feature (i.e., Vertical Text button is available when ALS is
enabled only, and ALS is still enabled).


Other aspects approached by the attached report:
