--- Comment #15 from [email protected] --- Thank you for your time. It appears the issue has nothing to do with the "First Paragraph" option; I can get it to fail with that set. It appears to be caused when there are two images across the text area and a third image with "Parallel" or "Before" wrap is moved on top of them such that its upper left corner covers the lower right corner of the left image, and its upper right corner covers the lower left corner of the right image. When that happens, the third image (the one obscuring the original two) behaves as if its wrap has been changed to "None". While Draw may appear to be a more appropriate tool, this test case is derived from a much longer document containing several pages of text. Perhaps Draw can flow text around objects. I'm not familiar with it but it appears to limit text to rectangular boxes; if so, it would be inappropriate.
