Bug successfully replicated with:
Windows 10 Education (version 1607) 64-bit OS
OS Build: 14393.321
Processor: Intel® Core™ i5-4200U CPU @ 1.60GHz 2.30 GHz 
Installed RAM: 8.00 GB (7.88 GB usable) 

Steps to reconstruct error:
1.      Download “Test-FullBook-6x8.odt” file given and open using Open Office
Writer version 4.1.3

2.      Save document as ODT file.

3.      Verify custom frame and style parameters are set to “dls” by selecting
tab “Format”, located in the menu bar, and then clicking option labeled “Styles
and Formatting”. Then click third and fourth tab called “Frame Styles” (3rd
tab) and “Page Styles” (4th tab).  Use screenshot “OdtFrame.png” provided for
frame reference to what should appear and screenshot “OdtPage.png” provided for
page style reference to what should appear. 
4.      Save document as Win 97/2000/XP DOC file. 
5.      Close document and reopen with Open Office Writer version 4.1.3
6.      Verify custom frame and style parameters are no longer set to “dls” by
selecting tab “Format”, located in the menu bar, and then clicking option
labeled “Styles and Formatting”. Then click third and fourth tab called “Frame
Styles” (3rd tab) and “Page Styles” (4th tab).  Use screenshot
“ReopenedSavedAsDOCFrame.png” provided for frame reference to what should
appear and screenshot “ReopenedSavedAsDOCPage.png” provided for page style
reference to what should appear. Should see the addition of “Convert 1” and
“Convert 2” within the “Page Styles” tab. 
I believe this error is important to customers because custom designed frames
and page styles that are lost between the conversions of ODT files to DOC files
could result in valuable time and effort loss for customers.
