You are partially correct as in that the OpenOffice dialog box does default to the directory defined by your statement above. However that dialog does provide a way to navigate to other directories by using the Icons it provides. Use the icon outlined in a in the attached screenshot to navigate up one level from current. Therefore this issue remains unconfirmed as I cannot confirm it with either the OpenOffice dialog box or the standard windows Save As dialog.
