One of the things that can cause a controller crash loop is if kafka is "up" but not really working because it can't loopback to itself (https://github.com/apache/incubator-openwhisk-deploy-kube/blob/master/docs/troubleshooting.md#controller-and-invoker-cannot-connect-to-kafka). I don't know much about rancher, so it is probably worth verifying that the kublet's `hairpin mode` is not being set to `none`
