## What changes were proposed in this pull request?
Robot acceptance test and shell scripting framework to automate upgrades and
downgrades. Commands can be inserted at any stage in an upgrade/downgrade with
callbacks. See README.md for more information.

## How was this patch tested?
Added acceptance tests should pass.
## Dependencies
These tests are currently being used to find and fix issues in the upgrade
framework. So far, the current outstanding issues will fail the tests:
- HDDS-4992
- Fix HDDS MLV issues during pre-finalize.
- HDDS-4180
- Fix an incompatible change encountered during downgrade.
This PR will be left as a draft until these outstanding issues have been
fixed and the tests pass.
