Summary: Improve startup message for ozone repair commands

Currently {{ozone repair}} will provide the warning prompt even if run without
any arguments to invoke the help message. Ideally it would only provide this
prompt if it is actually going to execute something. We should also expand this
help message to note that repair is an advanced operation and the nodes being
repaired should be stopped while it is running.
