Summary: Require all ozone repair commands to support a --dry-run
option

Fro consistency and safety, all subcommands of {{ozone repair}} should support
a {{--dry-run}} flag that displays what they would do if run, without making
any modifications. We should look to enforce this at the subcommand level so
that a test fails if any future subcommand does not implement this.
