Description:
Currently when any DN goes down or is in Unhealthy State, DiskBalancer
*reportSubcommand* is only showing reports of Healthy DNs which is correct.
But DiskBalancer *statusSubCommand* is showing even Unhealthy DNs with status
as *RUNNING* which is misleading.
