## What changes were proposed in this pull request? This PR change is to fix the concurrent issues related to rebuild of NSSummary tree, So that exactly one thread can acquire the rebuild lock, eliminating the race condition that was causing the intermittent test failure. ## What is the link to the Apache JIRA https://issues.apache.org/jira/browse/HDDS-13573 ## How was this patch tested?
