After Starting the DiskBalancer job on all DataNodes, the job remains in the
running state indefinitely and does not perform any container movement.
h3. *Steps to reproduce:*
* Generate the Data
* DiskBalancer job starts successfully on all the DataNodes.
* Status shows Running on all DataNodes.
* No containers are moved even after extended waiting time.
* No progress or completion observed.
h3. *Expected Behavior:*
* DiskBalancer should analyze disk usage, plan balancing operations, and move
containers accordingly.
* The job should transition through stages and complete successfully.
