## What changes were proposed in this pull request? Avoid in-place mutation of ACL list in `OmBucketInfo`. - For convenience, refactor `AclListBuilder` methods to return whether they made any changes. - Change `OmBucketInfo.Builder` to use `AclListBuilder`. - Change `OmBucketInfo#acls` to `ImmutableList`. - Extract `AclOp` to top-level interface. - Implement `inheritDefaultAcls` for `AclListBuilder`, too. https://issues.apache.org/jira/browse/HDDS-14111 ## How was this patch tested?
