@sreejasahithi Thanks for the sugegstion but I think u missed seeing
`TestServerUtils`. In `TestServerUtils` very first test case is related to
setting different permissions for metadata dir and db for scm, om and recon.
So I just added a new test case to check that it picks the default 700
permissions if user don't explicity change the value.
