After https://issues.apache.org/jira/browse/HDDS-14829 the snapshot diff
cleanup interval can be increased so that we retain snapshot diff job status to
be retrieved accurately for a reasonable interval.
Also, cleanup currently does skips partial reports generated for failed /
cancelled jobs. These partial reports never get cleaned up from the report
table. Need to fix this.
