Summary: Make OM and SCM proto finalization status an enum

Use enum instead of boolean to indicate finalization status from SCM and OM to
Clients. This allows us to use a "pending" status when OM is waiting for HDDS
to finalize. It also allows more states to be added in the future if needed.
