I don't think the retries are happening because the server isn't ready. I think
it is because the admin client is connecting with the hadoop rpc transport
which automotically retries all failures up to the max retry count.
Since we are going to remove the command any way then the retries are
irrelevant. The only reason I mentioned them was in case you thought we needed
to keep the command. In that case we would have had to handle the retries.
I'll go ahead and change the title/description.
