Summary: Expose used space per replication config in SCM

SCMContainerMetrics reports container counts per lifecycle state only. There is
no metric showing how used space is distributed across replication configs,
e.g. RATIS/ONE, RATIS/THREE, EC 3+2, EC 6+3, EC 10+4.
Add SCM gauges for container count and used bytes per replication config, so a
cluster overview dashboard can show capacity broken down by protection scheme.
